At the fifth United Nations Congress on The Prevention of Crime and the Treatment of Offenders held at Geneva in September 1975, delegates from many countries expressed great concern over the increase of crime, especially violent crimes in those countries. Japan and East Germany were the two countries that specifically reported a decline in crime. This escalation indicates that the increase in crime is a world-wide phenomenon. But the problem in Africa is how to determine whether there is or there is not an increase of crime in a given country.
